Before commencing your application to become a registered developer with the New Homes Quality Board, please watch this short video. It contains important guidance that will help you complete the application correctly.

Our work

Publish the Register of Developers. The register shows each developer’s status with the Code. It makes it easy to see whether customers are covered by the Code’s protection and can use the New Homes Quality Code and Ombudsman. This shows whether the developer is:

  • Active – offering customers Code protection and committed to compliance with the Code requirements;
  • Applied – working towards Code compliance but not yet offering customers protection through this Code; or
  • Deactivated – no longer offering protection through the Code.

We publish developer customer satisfaction survey results, allowing customers to see how different developers are performing and compare their levels of service and quality.

We provide customer guides and information to help buyers of new homes understand the home-buying journey and what to expect from their developer.

We provide ongoing support, including resources and training to developers throughout their journey to Code compliance.

We collect an annual registration fee from Registered Developers.

We can discipline and sanction poorly performing developers.

Since the New Homes Quality Code was launched in 2022, it has gained strong traction in the housebuilding industry and now protects the majority of new home buyers.

Achievements

In 2025, nearly 60% of new homes being built in England, Scotland, and Wales were covered by the Code. This shows the industry’s recognition of the value the Code and Ombudsman deliver to customers and developers.

Goals

We aim for all customers of new-build homes to be covered by the protections of the New Homes Quality Code by: 

  • Increasing transparency of developer customer service and quality performance.
  • Engaging with developers and of all sizes to ensure improvements in quality and service benefit all new home buyers.
  • Working with policymakers towards a single, mandatory Code that provides comprehensive protections to every UK new home buyer.
